The Revolutionary-Military Council [Revvoensovet] was the chief decision-making body within the Red Army, and held yearly expanded meetings of the highest-ranking officers of the Soviet military. These expanded meetings discussed the results of summer maneuvers and training exercises, and laid plans for the coming year.

The Military Council, an advisory body under the People's Commissariat of Defense, replaced the Revvoensovet in 1934. Charged with debating broad issues of military policy, it held yearly meetings much like the expanded meetings of the Revvoensovet to review training policy and military doctrine.
