William Foltz

William Foltz, Ph.D. Yale 1963, is the H.J. Heinz Professor Emeritus of African Studies and Political Science. At Yale he has been the Chair of the Political Science Department, Director of the Yale Center for International and Area Studies, Chair of the International Affairs Council and of the Council on African Studies. He has held Guggenheim and Ford Foundation Fellowships and has been a Senior Fellow of the Council on Foreign Relations and of the African-American Institute. From 1995-97 he served in Washington as National Intelligence Officer for Africa. His research concerns the politics and international relations of Africa, the political role of the military, and ethnic conflict. Publications include From French West Africa to the Mali Federation (Yale Press 1965), Arms and the African (Yale Press 1985), Reconstructing the Chadian State in Collapsed States (Lynne Rienner Press, 1995), and "African States and the Search for Freedom" in The Idea of Freedom in Asia and Africa (Stanford Press, 2002)."
