Herbert
Kaufman, Visiting Fellow in Political Science since
1987, was Professor of Political Science at Yale from
1953 to 1969, Senior Fellow in Governmental Studies
at the Brookings Institution from 1969 to 1985, and
Thomas P. O'Neill Visiting Professor of American Politics
at Boston College from 1986 to 1987. His main areas
of study are public administration and organization
theory and behavior. His publications include The
