The National Science Foundation (NSF) has consolidated the formerly stand-alone Grants Proposal Guide and Grants Policy Manual into a single NSF Proposal and Award Policies and Procedures Guide (NSF 07-140; PAPP Guide). Effective for proposals submitted on and after June 1, 2007, the new PAPP Guide will take the place of all prior versions of the standalone GPG and GPM. In creating the new policy framework, NSF hopes to streamline access to the policies and procedures that govern the entire grant lifecycle – from proposal through close-out – and minimize duplication between the two documents. It also makes it easier for NSF to implement revisions. The NSF Grants.gov Application Guide will be incorporated into the PAPP Guide at a later date.
