NSF Announces New Proposal and Award Policies and Procedures Guide The National Science Foundation (NSF) has consolidated the formerly stand-alone Grants Proposal Guide and Grants Policy Manual into a single NSF Proposal and Award Policies and Procedures Guide (NSF 07-140; PAPP Guide).   Effective for proposals submitted on and after June 1, 2007, the new PAPP Guide will take the place of all prior versions of the standalone GPG and GPM.  In creating the new policy framework, NSF hopes to streamline access to the policies and procedures that govern the entire grant lifecycle – from proposal through close-out – and minimize duplication between the two documents.  It also makes it easier for NSF to implement revisions.  The NSF Grants.gov Application Guide will be incorporated into the PAPP Guide at a later date.  The Guide can be found at: http://www.nsf.gov/publications/pub_summ.jsp?ods_key=nsf07140

New Procedures for Subrecipient Monitoring

In recent years, Federal Agencies have placed increased scrutiny on institutional compliance with subrecipient monitoring regulations as required by OMB Circulars A-110 and A-133. Yale recently issued Procedure 1307 PR.01 “Monitoring Subrecipient Activity Associated with Sponsored Programs which is intended to ensure that all members of the University community who are involved in the conduct of sponsored research are familiar with a) the requirements associated with subrecipient monitoring and b) the process by which the University will comply with these requirements.

 

The University has implemented a risk-based methodology to manage subrecipient agreements. The new procedure implements this methodology by defining both the standards to be used for stewardship of sponsored funds and the roles and responsibilities associated with subrecipient monitoring

K Awards, Salary Caps and Mandatory Effort - Help!

Many NIH Career or “K” awards have limits on the total amount of salary allowable as a charge to the grant (a salary cap) and also require a minimum effort commitment. It is not unusal for the actual salary attributable to the required effort to be greater than the amount the NIH will pay. The amount over the cap ( the shared cost) must be billed to a non- federal account.

For example, a “K” award with a $90,000 cap and 75% effort requirement equates to a maximum annual salary of $120,000 (75% of $120,000 = $90,000). Faculty salaries that exceed $120,000 annually, in this example, are “over the K cap” and the difference (between 75% of $90,000 and 75% of the actual salary) must be “cost shared” by the department or school. 

Calculating the cost sharing and the correct distribution for annual LD charging between the sponsored project and the linked cost share account can be confusing.

Here’s a simple sheet which allows both calculation of the cost sharing AND gives you the correct distribution for annual LD charging between the sponsored project and the linked cost share account.
