Internet Access thruough PPP.

Hello. I am running Redhat 5.2 and I have a PPP account. I have noticed
that when I am surfing the net, the connection is never faster that
5Kb/s. Usually, between 2 and 3 Kb/s. My modem is 33.6K. Can anyone
explain why this is so? I thought Yale had an internet connection of
4Mb/s (or something like that). I also use the Yale proxy to get on the
net.
Or is there something I can do to tweak my system so that connection
speed will be faster?
