All students who register their network connections are added to the DHCP
server. In practice, those who don't use DHCP (because their workstations
don't have good DHCP clients, etc.) don't do any harm, most of the time.

Years ago, I think there was special consideration for Unix machines and
others that didn't have good DHCP clients. I think this was only an issue
because people *wouldn't* usually get the same IP address each time they
requested one from the server. Now, since everyone does get a (usually)
static address, it doesn't make much of a difference.
