Use an ftp server that doesn't require it, or modify one that does. I
know that wu-ftpd in particular has historically blocked invalid shells;
I'm not sure about others, but I think of it as a standard check that an
FTP server performs.
(In fact, presumably after reading your message, someone asked me, "Since
when does a shell need to be in /etc/shells?" Without having even seen
your message yet, I singled out FTP as a case where it's normally
checked.)
