Well, I'm not part of ACS or DNO, but I'll take a stab at the questions I
know the answers to on the off-chance that I might actually provide some
useful info on this topic...

I don't think it's a policy issue. Hubs that provide eavesdrop protection
are, however, actually installed at some sites already; if they're not
installed in your dorm, they might be soon. I don't know offhand what
DNO's plans are, though.

David Davies, the manager of student computing services, would be a good
contact for this. Talking to your CAs also isn't a bad idea, since they
relay comments and concerns back to ACS staff; in my experience, student
input gets incorporated in lots of informal ways, even if there's no
organized board of students that attempts to summarize and relay student
concerns.
