Motorola ModemSURFR and mgetty

I have a modem which should be a Motorola ModemSURFR 28.8 external
modem - since I bought it cheap, I suspect that it's likely to be
a clone rather than a genuine one. But let's assume that it's really
a working Motorola ModemSURFR 28.8 external...

I have no problem using the modem dialing out but recently when I
tried to set up a dialin server with it. It's not working. I traced
the problem and found out: when I go into minicom and call the
number of the computer, the modem was not responding. For another
modem I have, when I call the number, I can see minicom keeps sending
the message "RING" to the screen whenever the phone rings. Therefore,
it seems that the Motorola modem is not listening to the phone
ring or not sending it to the computer. Is it possible that I didn't
set some of the register of the modem right? Anybody has any idea?
