"A New European Union?
Enlargement, the Constitution, and the Future of Europe"

The Program in European Studies of the Yale Center for International and Area Studies will present a one-day conference on the future of the European Union at Luce Hall on Thursday, May 27.  Co-sponsored by the Delegation of the European Commission of the European Union in Washington, DC, the conference, entitled "A New European Union? Enlargement, the Constitution, and the Future of Europe," will consider the likely implications and consequences of two historic developments -- the accession of ten countries to the Union on May 1, 2004, to be followed by the accession of several more in the near future, and the preparation of a constitution for the Union that will be agreed by the leaders of the twenty-five member states in June.

Drawing a number of scholars who specialize on the EU as well as a number of officials of the EU, the conference will consist of four sessions. The first will examine the origins and objectives of the constitutional project. The second will examine the internal and institutional consequences of the proposed constitution. The third will consider possible changes in the role of the EU in the global economy deriving from both enlargement and the new constitution. And the fourth will consider the possible consequences of enlargement and the constitution for the EU's ability to pursue a common foreign, security, and defense policy and to play a more influential role in the world.

The conference will include presentations by Prof. Andrew Moravcsik of Harvard University, Prof. Alberta Sbragia of the University of Pittsburgh, Prof. David Cameron of Yale University, Prof. Jeffrey Anderson of Georgetown University, Prof. Sophie Meunier of Princeton University, and Mr. Jean-Francois Brakeland, Ms. Belen Martinez Carbonell, and Mr. Denis Chaibi, all of the European Commission. The conference is open to the public and will take place in Luce Hall, 34 Hillhouse Avenue, New Haven, CT.
