In this paper a model is employed to explain the
relationship between Connecticut's regulatory goals for water quality
assessment and the state's current monitoring strategy. The analysis and
subsequent recommendations focus on the effects of the selection of flows,
baseflow or stormflow, at which water quality is monitored. To gather
information a series of structured interviews and a literature review
have been conducted. While the interview questions focus on Connecticut's
monitoring strategy, many of the questions apply nationwide.
