Report on the November 18, 2004 Joint Policy Board/Initiative Steering Committee Meeting December 21 , 2004

The meeting began with discussion of the creation of new best practices groups and how to encourage their formation and give them needed support. One approach will be to refer interested people to the "Getting Started" page on the best practices website, http://www.yale.edu/bestpractices . We will also develop a database to track team progress in departments, and we have agreed that they will coordinate their work with other committees and with HR's Labor Relations staff.

The Interim Employment Pool was also discussed, as follow-up to concerns raised at the last meeting that those in the pool are not being hired into permanent positions at the rates we would have hoped.  A joint union-management subcommittee has been formed to work on solutions to this problem.  The group is working with Human Resources and expects to present recommendations to the steering committee at the 12/16 meeting. We discussed the presentation that Laura Smith and Bob Proto made to the Yale Medical Group Board of Governors on best practices and the progress of new best practices committees, which we feel is off to an excellent start, given the strong support by senior management and by those represented by the unions.  Dining Services has also been meeting, as has the Yale Health Services.  With good facilitation and support, we expect these groups to create models for how to start and sustain a best practices committee.

We discussed the possibility of creating a best practices committee in Human Resources' Union Relations group.  This will give a strong signal that best practices, and the cooperative spirit it engenders, is creating a new approach to labor relations at Yale.

Access of union organizers at the workplace was raised, and we agreed to have Laura Smith and Lloyd Suttle develop guidelines for these visits. The issue of bonuses for Local 34 members was also raised, and there appears to be considerable confusion on how this process will work.  We do not want to slow down the creation of best practices committees or have people creating the committees simply to receive bonuses.  The Policy Board agreed to work this out, and we will communicate it broadly so that it is clear how the structure will work.

The next meeting is December 16.
