March 28, 1973 #700-A TO THE CENTRAL COMMITTEE OF THE CPSU Academician SAKHAROV has petitioned the Committee for State Security to release SHIKHANOVICH from pre-trial detention, on SAKHAROV’s personal surety. SHIKHANOVICH was arrested in September of 1972 on charges stipulated by Article 70 of the Criminal Code of the RSFSR. Prior to his arrest, Yu.A. SHIKHANOVICH, Master [Kandidat] of Education, teacher at a technical school, had been an instigator of and an active participant in hostile acts. He had been taking part in the illegal production, duplication and dissemination of the anti-Soviet journal A Chronicle of Current Events. He had signed a number of slanderous and provocative letters, which were used by the West for anti-Soviet propaganda. During a search of SHIKHANOVICH’s apartment, more than 300 anti-Soviet, slanderous and politically harmful items were confiscated, including AVTORKHANOV’s Partocracy, IZGOEV’s Socialism, Culture and Bolshevism, and 25 issues of Chronicle of Current Events. On March 23, SAKHAROV was invited to the Regional Directorate of the KGB of the Council of Ministers of the USSR for the city of Moscow and Moscow region, which is in charge of criminal case against SHIKHANOVICH. There it was explained to him that, according to Article 94 of the Code of Criminal Procedure of the RSFSR, a personal guarantee is acceptable only from trustworthy individuals. However, SAKHAROV does not enjoy the trust of the investigative organs, since his personal behavior does not correspond to the norms of our society. It was specifically emphasized to SAKHAROV that he, while privy to important government secrets, has established and is maintaining, in breach of instructions known to him, regular contacts with foreigners, whom he supplies with tendentious material and information that is used abroad for anti-Soviet purposes. Because of this, SAKHAROV’s request was denied. As established through operational means, in the early hours of March 24, SAKHAROV met with an American correspondent, SMITH, and his wife, and passed on to them detailed information regarding the content of his conversation with the organs of state security. Discussing SHIKHANOVICH’s situation with SMITH, SAKHAROV’s wife suggested: “Maybe there could be found some foreign scientists who would be willing to offer themselves as personal surety for their colleague, a mathematician.” SMITH quickly transmitted this information to the West, and it was immediately broadcast by Radio Liberty. The Committee for State Security continues surveillance of SAKHAROV and his wife, BONNER, who, lately, has been playing an increasingly provocative role in the anti-social actions of her husband.
