CONSTITUTION

ARTICLE I: PURPOSE AND STATUS
1. In order to protect civil liberties in both our local and extended communities by promoting awareness and education, facilitating discussion, and providing a network for coordinated action we hereby establish this constitution of the American Civil Liberties Union, Yale Undergraduate Chapter.
2. The ACLU, Yale Undergraduate Chapter is a chapter of the Connecticut Civil Liberties Union (CCLU), which is an affiliate of the American Civil Liberties Union (ACLU).
3. The undergraduate members of the ACLU, Yale Undergraduate Chapter shall retain full control over its policies.
4. The ACLU, Yale Undergraduate Chapter is an official Yale College undergraduate organization and shall act in strict compliance with the Yale College Undergraduate Regulations. The Chapter does not purport to represent the views or opinions of Yale University or Yale College.

ARTICLE II: MEMBERSHIP
1. Membership shall be open to all current students, faculty, and staff of Yale University, regardless of age, creed, race, color, sex, sexual orientation, gender identity, socioeconomic status, disability, national origin, or status as a veteran. This list is not exhaustive.
2. Since the ACLU, Yale Undergraduate Chapter is an undergraduate organization, only registered students in good standing in Yale College shall be full members, and all others shall be associate members. A majority of full members shall be maintained, and if there is an excess of non-undergraduates, the most seniority and greatest meeting attendance will decide who shall be an associate member.
3. All members who have attended more than one meeting over the course of the semester shall be considered active members. Active member status shall be extended to all persons in attendance during the first meeting of the semester.
4. All non-pressing issues shall be decided by a vote of active, full members.
5. Members are encouraged to become members of the Connecticut Civil Liberties Union and the American Civil Liberties Union, but this is not required, nor are any dues required to participate in the Chapter.

ARTICLE III: OFFICERS
1. The Executive Board shall consist of a Chair, Vice Chair, Publicity Coordinator, Secretary and Campaign Coordinators. [Refer to Article III §7.]
2. The Executive Board shall decide any pressing decision facing the Chapter using the consensus model.
3. The Chair shall be responsible for connections with the Connecticut Civil Liberties Union, the American Civil Liberties Union, governmental bodies, and other groups.
       a. The Chair shall appoint Liaisons as he/she sees fit.
       b. The Chair shall appoint the Webmaster, who will maintain the chapter website, under the supervision of the Publicity Coordinator.
       c. The Webmaster and appointed Liaisons are not considered members of the Executive Board.
4. The Vice Chair shall be responsible for connections with the Yale administration and shall oversee the finances of the chapter.
5. The Publicity Coordinator shall be responsible for connections with the community through posters and other applicable media. He/she shall also oversee publicity within each campaign, in conjunction with the Campaign Coordinators.
6. The Secretary shall keep minutes of both General and Executive Board meetings, maintain membership records, and maintain the group email lists, under the supervision of the Chair.
7. Campaigns may be formed by the Executive Board to address relevant issues. Campaign Coordinators shall be appointed by the Chair to supervise the activities of each Campaign as they see fit, including the delegation of tasks to individuals within each Campaign. Campaign Coordinators shall be responsible for the creation of a position paper outlining the issue and goals associated with her/his campaign.
8. The term of an elected Officer shall run for six months. The term length of appointed Officers shall be determined by the Chair.

ARTICLE IV: FINANCES
1. The ACLU, Yale Undergraduate Chapter is a non-profit organization.
2. An accurate record of all income and expenses shall be maintained at all times by the Vice Chair. Receipts shall be written for all contributions. The financial records of the Chapter shall be subject to audit by the Executive Board and Yale University at any time.
3. The Vice Chair shall oversee collection and distribution of funds.
4. In the event that the chapter disbands, all disposable property will be distributed to appropriate divisions of Yale College by the Yale College Dean' Office. Remaining funds acquired from Yale University shall be distributed to the Yale College Dean's Office. All other funds remaining will be distributed to the CCLU. Notification must be given to the CCLU and to the national headquarters of the ACLU.

ARTICLE V: ELECTIONS
1. Officers shall be elected semi-annually by members of the Chapter. Elections shall be held at the end of the fall and spring semesters, and the term of office shall begin on January 1st for the spring term and July 1st for the fall term. Members must be notified of elections and available positions at least two weeks prior to an election.
2. All members shall have one vote by secret ballot. Any active full member may nominate himself or herself or any other active full member for a position.
3. An active, full member who has attended at least two meetings prior to officer elections shall be allowed to vote in said elections. Attendance is subject to verification by the Secretary. Any denials of membership may be appealed first to the Executive Board and then to the Yale College Dean of Student Affairs.
4. Elections will begin with the first position named in the Constitution. If there is only one contested position in the Executive Board, the contested position will be voted upon first. The order of voting upon positions does not imply any hierarchy among the positions of the Executive Board.
5. Each candidate will speak for no more than three and a half minutes before a vote takes place. Those who are not elected to a position may be considered for a remaining position if they desire to be so considered.
6. Elections may be called at any other time by a two-thirds majority vote.

ARTICLE VI: AMENDMENTS
1. A two-thirds majority vote of active full members as defined by this Constitution shall be sufficient for the ratification of this Constitution.
2. This Constitution may be amended by a two-thirds majority vote of active full members.
3. The first Officer elections subsequent to the ratification of this Constitution shall take place on Monday, January 17th, 2005.
